Strategic Review Cadence
The Board conducts quarterly strategic reviews covering program execution, financial performance, risk landscape, compliance posture, and research progress. Annual reviews include comprehensive institutional strategy assessment and multi-year planning.
Risk Oversight Responsibility
The Board maintains oversight of the Enterprise Risk Management framework, reviewing risk dashboards, escalation reports, and mitigation effectiveness. Material risks are reported to the Board within defined escalation timelines.
Compliance Oversight
The Board oversees compliance posture across export controls, data protection, financial accounting, and regulatory requirements. Compliance reporting is structured to provide board-level visibility without operational burden.
Mission Assurance Oversight
The Board receives periodic mission assurance briefings covering safety performance, verification culture effectiveness, and risk register governance. The Safety & Mission Assurance Charter is reviewed and endorsed by the Board.
Enterprise Intelligence Oversight
The Board provides governance oversight for Aegis™, ProposalAI™, and Integrated Mission Intelligence™. AI governance policies, including human-in-the-loop requirements and audit logging, are reviewed and approved at the board level.
Research Oversight
The Board and Advisory Council provide oversight for QPRL research activities, including ethical research governance, resource allocation, and technology transition planning. Research oversight distinguishes operational capabilities from planned infrastructure.
Advisory Council Structure
The Propulsion Advisory Council provides independent technical counsel on technology trajectories, research governance, and strategic priorities. Advisory participation represents independent expert judgment and does not imply institutional endorsement of individual council members' organizations.
